• NOTICE of REMEDIAL Works at The Residences Castle Cove 8b Deepwater Rd

Remedial Works commencing May 2026- (up to 12 months)

      1. Involving removal of roof pebbles and failed waterproofing.
      2. Installation of new waterproof membrane and installation of pedestal tile system. Construction methodology by Renfray.
      3. Onsite erection of hoarding, scaffold stairs and tower stairs on site to access roof area. (completed)
      4. A large crane 29.5m +3m crane head. The jib (arm) length is 55m. located on site on property off Warrane Place. (proposed installation from May 14- June 1,    
          weather dependent). Crane on site for approx. 12 months.
      5. Pebbles removed from roof and dumped into waiting large truck in Warrane Place. Managed traffic disturbance on Deepwater Rd and Warrane Place
          for installation and removal of crane and removal of pebbles.
      6. One mobile crane located onsite off Boundary Road. 2 days only, 4 hours per day. Dates to be advised. Limited pedestrian traffic on Boundary Road (south).

• CHANGES to the BROOK Street SOUTHBOUND on ramp from 6am Monday 8 June 2026:
  From 6am Monday 8 June 2026, a permanent traffic change will be introduced to the Brook Street southbound on ramp as part of the Warringah Freeway Upgrade.
  The change will improve safety and traffic flow by reducing lane crossing movements as vehicles enter the freeway from Brook Street.
  Drivers entering from Brook Street will continue to have access to Sydney Harbour Bridge, Cahill Expressway and Alfred Street, however access to Sydney Harbour Tunnel and the Military Road/Falcon Street off ramp will be removed.
  Drivers who usually travel via Sydney Harbour Tunnel are encouraged to use Cahill Expressway to access the Eastern Distributor or city.
  A new zipper merge will also be introduced where Brook Street and Miller Street on ramps join. Please follow signage and merge safely.

• HAVE YOUR SAY until 18 June 2026 on the Update to the Castle Cove Golf Course Plan of Management
  This proposal seeks minor changes to the Plan of Management which, if approved, would permit a variation to the lease that would allow temporary changes to the site while the Club's land is being redeveloped to build seniors housing units following a development approval obtained from the Sydney North Planning Panel. Temporary uses that would be permitted during construction under a revised Plan Of Management include temporary use of the tennis courts as a car park and temporary use of the tennis club house as a golf club house and pro shop.

• HAVE YOUR SAY until 8 June 2026 about the Northern Beaches Network Review which may impact bus services and traffic in our area. The Northern Beaches Network Review examines how the transport network serving the Northern Beaches and Lower North Shore is performing and where improvements can be made.
  This is a clear opportunity to highlight that we would like a better proposed solution for CC than the 'NO Right Turn on Castle Cove Drive.
  
  

• HAVE YOUR SAY until 5pm Wednesday 3 June 2026 on the Proposed Statewide Community Participation Plan
  Changes to the community participation process about how residents and Councils consult on planning matters are being proposed by the NSW government.
  Community Participations Plans set out how planning authorities including councils will engage the public in their decision making.
  
  

We appreciate the following helpful comments to consider, provided by Robert Samuel - Councillor Willoughby City Council:
The State Government is to be commended for attempting to simplify and standardise community consultation and engagement across the State.  However, on reading this first release that is out for public comment it is abundantly clear that it almost entirely fails to either standardise or simply.  It needs a great deal more work.  

Proposed reductions in public notification.

       The draft CPP proposes that certain forms of development would not require public exhibition if the Development Application is fully compliant with
applicable controls (note this is not “Complying Development” this is a Development Application subject to merit assessment that complies with the
applicable development controls). We understand that this would include residential flat buildings, shop top housing, and changes of use.
Our concern with this is that numerical compliance with controls is not sufficient to guarantee a development is low impact. Specific site characteristics
may mean neighbours are affected by a proposed numerically compliant development in a manner that may be easily addressed with minor modification or
through conditions of consent.
There is also concern that this will make it difficult to reduce assessment times as full compliance can take time to establish, delaying the ability for Council
to notify applications early and increasing legal and procedural risk for Council, particularly where compliance with a control is qualitative not quantitative.

Reduced notification period for Complying Development
The draft CPP proposed to reduce the notification period for the commencement of approved Complying Development from 14 to 7 days. While it is appreciated that Complying Development is inherently lower impact, communication of changes is important to foster strong communities. 7 days provides
insufficient time to understand the implications of a development in many instances, and also provides limited time for residents to make decisions or
arrangements to avoid or mitigate impacts of demolition/construction works.

Minimum 14-day SSDA notification period

  14 days is considered insufficient time to understand and respond to what can be high impact and highly complicated applications with large amounts of
documentation.

Extended Christmas/end of year holiday notification periods

  Council will be seeking clearer and practical Christmas/End of Year notification period extensions.

• UPDATE on the Castle Cove Village Centre Pedestrian Safety Project works to start in mid-April and be completed by end of June 2026.
  Castle Cove Village Centre Pedestrian Safety Project
  Council has commenced road safety works along Deepwater Road, Holly Street & Rosebridge Avenue on Tuesday 7 April 2026.
  The new road infrastructure works will be undertaken over a 4-5 week period during school holidays and will help lower traffic speeds and improve pedestrian safety for Castle Cove residents and visitors.
  Further details are provided on Council’s website in the link below, and in the attached Notification letter which was recently distributed to all local businesses, residents in the vicinity of the works and broader catchment area and Castle Cove Public School.
